This paper aims to investigate whether there is a need for two regulations since Chapter 16 Section 9 of the Penal Code and the Discrimination Act from 2009 both regulate the same area of discrimination. The first regulation, Chapter 16 Section 9 of the Penal Code, regulates unlawful discrimination based on the grounds of race, colour, ethnic origin or sexual orientation.
